Target audience: Organzisations, workplace and government. Give them a chance to change their actions, and help them fight animal abuse.
Target audience: Schools and homes. It is simple because children will focus on the un happy dog and want to know more about why it is sad. This is where the parents will educate them and focus on improving the problem.
